I uninstalled Python, and manually deleted my c:\python26 directory which contained some leftovers. Downloaded and installed Python 2.61 and ez_setup, and ran I ran "easy_install -U -i http://www.turbogears.org/2.0/downloads/current/index tg.devtools" again (this time straight from a .cmd with a pause line added).
Same result...
