First line of the templates. Learn (google) a bit about doctypes because they influence how your pages are parsed and rendered. Also, it is important that you choose a Genshi output method which is consistent with the doctype. Unfortunately TG 2.1 has a bug that lets it assume XML as output method which is nearly always wrong. You need to explicitely set templating.genshi.method = xhtml or html in the config.
