How did you install python and turbogears in windows?, I very rarely go to windows nowadays but I remember using the default python installer, downloading setuptools and running easy_install.exe script from python installation working very well (except for packages that are know to not work on windows).
Looking at the paths in your traceback seems to me that stuff is being installed outside your python installation, are you using virtualenv?, also the fact that the file is blocked seems odd. Perhaps a step by step list of what did you did to install python and TG in windows could help debug the problem, I will try to check it out.
