Your version of sqlalchemy-migrate seems to expect a different version of sqlalchemy than you have installed! Please post, what version of SQLAlchemy you have installed right now. (Or try reinstalling the tg-approved version by something like easy_install -i http://tg.gy/current -U sqlalchemy).
