It got recently released SQAlchemy 0.8 which is not compatible anymore with sqlalchemy-migrate. To solve the issue you must disable migrations when quickstarting the application (--disable-migrations to paster quickstart) or install SQLAlchemy 0.7.9
Keep in mind that you choose to disable migrations and go on with SQLA0.8 then the turbogears admin won't work due also to incompatibilities between SQLA0.8 and Sprox that will be resolved in the upcoming release of sprox.
