As a temporary workaround, you could edit the Start Menu shortcut for "TurboVNC Viewer" or "Java TurboVNC Viewer" and pass -fsaltenter as an argument to either vncviewer.exe or vncviewer-java.bat. That will allow you to use Alt-Enter to switch in and out of full-screen mode.
Please indicate which version of the viewer (native or Java) you are using, and I will try to reproduce the problem.
