Just to confirm, $wm = "mate-session" is followed by a semicolon? If
that's not the issue, then try running
/opt/TurboVNC/bin/vncserver -noxstartup
DISPLAY=:{n} mate-session
(where {n} is the TurboVNC session's display number)
and see if mate-session prints any errors.
$wm = "2d" will enable the "fallback" or "flashback" window manager on
RHEL/CentOS or Ubuntu, which is basically just GNOME 3 with a look &
feel that is more similar to GNOME 2. That isn't the same as MATE.
(MATE literally is GNOME 2, or rather, a fork of it.)
