Looks OK to me, here is my +1.

I am -1 on releasing SCA Java 1.2 RC3b, because of the problem
with TUSCANY-2220.

I understand that we could produce a patch for this (a replacement
binding-ws-axis2.jar and a source patch file).  However, it doesn't
look good for us to have to explain to everyone downloading 1.2
in binary or source form that they must apply the patch before
using or building 1.2, and it's a nuisance for all the users to
have to do this.  Some users probably won't get this right and
they will have problems with 1.2 as a result.

More seriously, for anyone downloading 1.2 from the maven repos,
the patch approach doesn't work.  This was the issue that made me
decide to vote -1 rather than -0.5.
