Not sure if this can help and I didn't thoroughly test it, but checked
in tuscany/sandbox/cr22rc/buildm2repo/buildm2repo.zip

Which if you unzip in the binary distro has poms and a shell and bat
file that issue maven commands to add to your local repo.
Once again I ran them and they said build successful.. but that's all I did.

The M1 jars are at http://people.apache.org/~jsdelfino/maven2/. You
may be able to use this until we find a better place and a better
version numbering scheme.
