This is up to the binding to support. Some bindings will propagate
certain contexts and others may not be able to.

Yep it will be needed for conversational support, but again it is up
to the binding to decide how it want to achieve that. Ignacio's been
working on propoagation through Axis so he could go into detail how
that will work.
