By using filtering we can use the same NOTICE file in all of the
modules (which makes setting up the module easy). If substitutes in
the name from the pom generating an appropriate file in the binary
distro.
This isn't quite true for the one in the distro as it needs to cover
all the dependencies that we redistribute.
