I don't think the algorithm is quite right - component names must be unique
from service and reference names.
On the unit tests, they should not need to reference any SCDL or external
resources or need to instantiate other kernel classes. Instead, they should use
EasyMock to pass in a mock XmlStreamReader to the loader which will replay
parsing the SCDL. Take a look at some of the other loader unit tests for
exampes.
