    Resolution: Invalid

The schema being used for this test case seems to be invalid.  I've created a 
much slimmer schema and test case and can not reproduce the issue.  There may 
still be an issue here, but I think we first need to clean up the CTS schema 
and test case that identified this issue (and others).
