I thought this page was a list of suggestions for the 0.92 release.
The phrase "release plan" makes it seem more formal than that.
If it's just suggestions, then it should be open to contributors
as well as committers.

and having others needing to post to the mailing list? The committers are
the ones responsible for doing the release (others are still very
welcome to
participate and contribute).
