I'm pleased to see this being discussed.  I'd like to see Tuscany
graduate from the incubator, and I think we're ready to take this step.

We seem close though there are a few things to sort out so it will take a
couple of months to get ready.

There's a draft proposal at
http://cwiki.apache.org/confluence/display/TUSCANYWIKI/Draft+TLP+Resolution,
we probably need to work on the description which is just taken from the
website home page: "open-source software related to infrastructure that
simplifies the development of service-based application networks and
addresses real business problems posed in SOA". We also need a bit more
diversity in the initial PMC members listed in the proposal which is all our
current PPMC members.

I'd like to volunteer to be chair.
