Stopped components are still accessible locally

A stopped component, that has previously been running, is still accessible via
it's local bindings. Should this be the case? The local wires are only removed
if the component is also deactivated. It's maybe that this is intentional in
which case I would like to better understand the intention of these separate
phases.
