A quick search for "SOA" or "Tuscany" on the current submissions gave

submitting one talking about the use of Apache Felix for modularizing
of Apache Tuscany (lesson learned from applying modularity after the
fact...)...giving LOTS of credit to Rajini!!

For a succcessful submission it's necessary to have a topic that's
of broad appeal, which generally means it should provide practical
hands-on information that people can use.  So you'ld need to use
the Tuscany/Felix experience to draw out practical lessons and best
practices for modularity that people can apply to their own projects.
If this is what you have in mind, I think it's a good candidate for
submission.
