Tuscany plugin for Eclipse doesn't support alternative install locations

I tried to run through the steps at 
http://archive.apache.org/dist/incubator/tuscany/java/sca/1.2-incubating/updatesite/,
 but hit an unusual problem.
1.  Create a new update site and select the tuscany feature from 
http://archive.apache.org/dist/incubator/tuscany/java/sca/1.2-incubating/updatesite/
 
2.  Accept the license but install to a location other than the default (eg. 
use Add Location...).  installation succeeds so restart eclipse.
3.  Create a new java project and add the TUSCANY library as described
4.  Note that the TUSCANY library does not show up in package explorer due to 
the fact it contains no jars/entries!

When I tried this again and used the default eclipse plugins directory 
(C:/eclipse/plugins for me), things worked just fine.  
This is an inconvenience for folks like me who use multiple plugin locations 
for eclipse...although I mostly just wanted to capture/record the limitation.
