The version you are looking for is in : http://people.apache.org/repo/m2-snapshot-repository/org/apache/tuscany/tuscany-sca/SNAPSHOT/
If you don't find a specific SNAPSHOT version of a module in a repository, you can always build it locally and it will be installed in your local maven repository. In your case, if you are looking for the sca pom, go to java/sca and do a "mvn -N clean install". I have also re-deployed the SNAPSHOT version for the sca module.
