SourceForge shows 95 downloads of the "0.9.11-1.i386" RPM. That's just off of SF, though. No doubt it got mirrored elsewhere, and perhaps grabbed from those sources, too. For comparison: rh73.i686.rpm - 17 rh80.i686.rpm - 38 rh90.i686.rpm - 106 Also, tuxpaint-0.9.6-1.i386.rpm is still in the project's file repository. It has been downloaded exactly 1000 times.
