There is also a project file for Tux Paint that I use, along with a directory 
layout and various bits of information. It is a bit out of date, but probably 
works OK:

It doesn't contain any binaries, but explains where to get everything from.
Also contains some patches for the win32 versions of a couple of the libs - 
everything else is "as available on-line".
