Tux Paint manipulates the LANG and LC_ALL environment variables, but the
LANGUAGE environment variable overrides both LANG and LC_ALL in GNU
Gettext.  Here's the priority of the environment variables for GNU
Gettext (from `info gettext`):

   1. LANGUAGE  (highest priority)
   2. LC_ALL
   3. LC_xxx of the selected locale
   4. LANG      (lowest priority)

According to `man 3 gettext`, LANGUAGE may also be a colon-separated list
of locale names, listed in the order of your preference, and GNU Gettext
will grab the first match (and I assume if all fails, it falls back to the
default language, which happens to be American English for Tux Paint.)
