I was about to agree wholeheartedly, but then I thought what if someone wanted tuxpaint-config as a tool to generate config files which were then distributed (say, rsync) to other machines (Linux or maybe different?) So I think a "recommends..." would be the must flexible. (Why install all of Tux Paint on your server if you're never going to run it?) But then, I'm not a packager.
