Hrm.  I see what you mean.  I _did_ add them to CVS, right? :^)
John, can you see if there were any problems getting them out of CVS?

I notice they're not in my "C:\Program Files\TuxPaint\data\starters"
(installed Tux Paint using the installer EXE), and also not inside the
ZIP version of rc1, so it's not (just) an NIS issue.

Ditto.  I tried putting them a few different places, too.
Sadly, I can't really debug this.  (I noticed cygwin has strace, but it
wasn't giving me a single byte of output!)
