I will do some testing but the 'fix' I put into cvs tries to load the specific 
"zh_tw" and "zh_cn" fonts before it tries to load the "zh" one (backward 
compatability?). 

Should I remove this code?

I think it will break an exisiting Chinese Tux Paint installation.
