Oh, thanks so much for pointing this out!  I've fwd'd it to the mailing list.
One thing you can try doing is changing the Tux Paint icon in Windows
to be a Shortcut.  Then add the command-line option "--nolockfile" after the
path to the program.  e.g.:

  "C:\Program Files\Tux Paint\Tux Paint.exe" --nolockfile

in the 'Target' field.
