Gene Roddenberry answered this when the original Star Trek was in
production.  He would get letters asking him why the characters on the
show kept falling out of their seats every time the ship got blasted.
"Couldn't they install seat belts?"

"No," he replied, "because if we did that, they wouldn't fall out of
them."
