I hear you saying "Was it ever?", but awards maven Tom O'Neil says that at one time the awards (airing tonight on CBS) was considered a valuable measurement of public opinion by the industry when it was conducted through a Gallup survey--ever since the awards switched to web polls five years ago, it's become more of a "how can we get Britney on?" event (not to mention a way for "Moonlight" fans to stuff the ballot box and use a PC award as a talking point) than even a halfway-respectable indication--and it'll show tonight with fewer A- listers attending and the TV categories dominated by CBS procedurals instead of the buzzy cable shows:
