Three-digit interstates are used to assist the main 1/2-digit interstates they split off from. Even-numbered hundreds usually function as partial or complete beltways. (The Washington Beltway is I-495.) Odd-numbered hundreds are just spurs off the mainline. (I-710 to Long Beach branches off from I-10.) A note to Jim: I did cover myself by saying "toward New York" leaving on 95 out of Baltimore.
