I didn't catch the apology, but if it was as described, it was not an
apology. To state, essentially, "It was your fault for
misunderstanding me" accepts no responsibility and offers no personal
regret, and since those are two key ingredients in an apology, it was
not an apology. Even if there really was a different way to interpret
what was said about Canadian forces (which seems doubtful), there were
many better responses to the criticism.
