Yes, I believe so. WKBW is owned by Granite, and has visually been on a shoestring budget for a while now. I don't think reverting to "Eyewitness News" last year for their anniversary, if anyone noticed, has really done anything for them in the ratings. I'm actually surprised Granite hasn't made moves in Buffalo like they did in Syracuse. But both the other local affiliates have news deals with other stations, WIVB does 10 o'clock for sister station WNLO/CW; WGRZ does 10 o'clock for Sinclair's WNYO/My49. (WUTV/Fox doesn't have a 10 o'clock news because they make more money selling ad time into Canada for Seinfeld - but they heavily promote switching to My49 for the WGRZ 10 o'clock news during the local Fox breaks.
