The "news at 10 on Fox" concept is too ingrained in viewers' minds and too profitable for affiliates. If I was running Fox and looking to add programming, I'd put it at 11:00, promote it as an extension of prime time, and offer the affiliates without local news operations a re-air of the Fox Report so that I can promote 10-11 as "news" on a network-wide basis. I think some competition for the local news and sitcom reruns roadblock at 11 would do pretty well. I don't see two half-hours working, but a full hour would take a big bite out of both local news and late night. Something different like 45 minutes might work, too.
