I'm not entirely sure that's strictly true. It's not technically true
that a PLANET is required, but the stargate (or, more properly, the
DHD) has to be able to determine its position in space in order to
establish a connection with the rest of the network - like an
interstellar IP address. The ship itself may not be its own point of
origin, but it may be resetting its point of origin every time the
Destiny emerges from FTL, thereby establishing its network connection
and allowing the DHD to dial a local gate. We've seen ship-based
stargates before - the only new feature is a computer to calculate
position & reset point-of-origin.

We also don't know EXACTLY how the Destiny-era stargate system works.
We assume that all operating principles are the same as the canonical
stargates from the movie, SG1 and SGA, but there could be some
differences in the dialing protocols or gate function (for instance, a
safety feature that might exist on the SGC's milky way gate that
didn't exist on the earlier Destiny-era model) that will affect
stories later on. For example - have you seen a single DHD on any
planet the crew has visited yet? (They've always dialed the gate
using the ship-supplied remote.)
