For most non-Olympic events, NBC, like the other networks, allows competitors and local stations to show footage. The exception is when an event is still on, where other stations often (but not always) can't show highlights. For the Olympics, part of the reasoning may be that NBC is on the air while local stations are showing news, and part may be that if viewers can't see highlights elsewhere, they may tune into NBC to watch their favorite events. -- TV or Not TV ....
