The article missed one important fact: the TV contract with the networks ended after the broadcast. The previous contract was in 2002 and the networks overpaid when HBO made a bid. Since the networks use the awards to raise awareness of the upcoming season, putting the show on cable (especially premium cable) defeats that purpose. HBO isn't interested in bidding for the Emmys now so the broadcast networks are going to lower the amount they're willing to pay by a lot. What it looks like from the article is that the ATAS wants to air multiple award shows in order to make up revenue and the networks are trying to figure out how to segregate the award shows so that they won't be promoting cable shows on the networks' awards broadcast. -- TV or Not TV ....
