He might have been referring to getting specific HBO channels, rather than the whole family of HBO channels. My impression (I haven't subscribed in years) is that the premium channels typically come bundled when ordering them via satellite or cable. For instance, when I was trying (and failing) to get DirecTV service at my new place, the package I wanted came with three months free of 12 Starz channels and 9 Showtime channels. The last hotel I stayed at even had more than one HBO channel.
