Not to disagree with your latter statement, after all Qatar is
generally considered a place where great footballers from all over the
world go to get a nice pension and then some, but ex-Soviet countries,
as well as Turkey and Israel, are members of European sporting
federations and thus are considered "Europe".

So in this case the World Cup is to be hosted in Europe in 2018 and in
Asia in 2022.
