I assume you mean "True Blood", and it's funny that you use that as an
example, because, to my ear, he and Anna Paquin are both laughably bad
at the regional accent. Anywhere that the accent they're going for
doesn't match "normal" US English pronunciation has been massively
overemphasized, and there are a few vowel sounds that neither of them
get entirely right. OTOH, Ryan Kwanten gets both the American and the
Louisiana accents down to where he sounds natural, but doesn't sound
like a native to me. (He's somewhere between Louisiana and generic
American - like someone who grew up elsewhere, moved, and picked up
part of the accent but not all of it.) Most of the rest of the cast do
pretty well, but some (like Nelsan Ellis) have natural accents that
fit the area and sound exactly the same out of character.
