Ha.

 

It reminds me of what happened in my building over the 4th of July weekend.
On a much, much smaller scale.

 

Our two parking ramps were being refinished -- meaning that there would be
no access to two levels of our three-level garage.

 

I won't go into the details, but everything was carefully planned - but we
were still expecting major parking issues that weekend.

 

Turned out that everything could not have gone more smoothly.  There were no
parking issues at all, and despite two bouts of rain, the job was completed
on time.  

 

And, my neighbors and I congratulated ourselves on a job well done.  You
should see our beautiful garage ramps.  They actually glisten! 

 

Bottom line:  if everyone is aware of what's going on, people comply, i.e.,
make the necessary adjustments in their lives, and problems are minimized.

Of course, it's impossible to know if this is in part because of the huge
education campaign. The possible effects, while surely overstated, might
have happened if people had been taken unawares.
