First off it is not actually illegal to download the material. It is illegal to upload it (distribution). I had this explained to me in more detail than I cared to by a lawyer friend of mine. To avoid trouble you just have to prevent your torrent client from uploading which is very simple to do. Most sites no longer do the 1 to 1 ratio requirement.
Regarding the use of torrents, my 60 year old sister who is not that technically literate has no problem getting torrents of BBC shows that are not yet available here. I've found that most shows that are on TV are available for download and are available very soon after broadcast.
