No. The local spots are run in assigned slots allotted to the local systems 
and any spots that are sold for those times are sold with the understanding 
that they may be covered by local commercials. Not all local systems have the 
capability or the sales staff to run local ads so those slots are filled 
nationally with promos for shows on that network or PI (per inquiry) ads - the 
ones that end with a 1-800 number and "call now".
