Well, there will be new episodes in 2012 (it's not clear whether the next series of Who runs into 2013 or not). And there have been long gaps between episodes in the recent run.
Frankly, a major part of the challenge comes from the production. Who still has the 'charm' of its earlier iteration and comparable British science fiction TV - it looks pretty damn cheap. Think 90s American science fiction produced in Canada. That's just not going to fly on the screen.
