Actually in California only nine people need to agree in a civil trial.
Royal Oakes on KNX said that it is likely that negotiations broke down
severely, since it was surmised that the pro Sheridan side could have
dickered over the dollar amount in order to get agreement. Instead there
were either people vehemently against giving Sheridan a dime, or conversely
some folks with high numbers that refused to come down on the dollar amount.
