The FCC doesn't regulate newspapers, direct mail firms, or billboard
companies. They _do_ regulate radio stations, of course, and if the TV
experiment is successful then I'd expect it to spread to the radio
side as well.

The key thing is that this is not new information gathering. TV and
radio stations have long been legally required to compile this data
and make it available for public inspection. What's new is that it
would be on the stations' websites (probably tucked away next to their
EEO compliance docs) instead of only available by visiting the station
in person during regular business hours.
