When planning a grassroots campaign, or from the other side,
developing a strategy to respond to a grassroots campaign, it is vital
to figure out what the desired outcome is. And keep in mind that the
desired outcome can be vastly different from the stated demand so we
have to get beyond slogans. And if there is a lot of outrage, but no
clear desired outcome, then the grassroots campaign is really noise
and the anger will dissipate when the story is no longer in the news
feed.
