There are lots of songs that tell stories...the problem is, the best of them are older, pre-video era. There's not a lot of good story-telling songs that have been put to interesting video, unless it's just live performance videos. After a good couple of hours' worth of thought, these are the best I've come up with so far:
Harry Chapin, "Cat's in the Cradle", although it veers dangerously close to your "not depressing" restriction.
Barry Manilow, "Copacabana"
David Bowie, "Space Oddity"
Tracy Chapman, "Fast Car"
