There's someone else on this thread that I think can answer this better, but my gut answer is that he realized he was about to be rendered irrelevant. After x years of mattering in some way or another, he was going to become completely irrelevant. So he figures he shows some level of contrition, does the show, and he's relevant again. He doesn't give a rat's behind about any other part of it, just as long as he's still irrelevant.
