As someone whose job it is to build websites that are usable, this is an incredibly stupid move. Research has shown that people's eyes are constantly attracted to the scrolling text, which means they're not paying attention to what's on the screen itself. At least the text that flips reduces that distraction (and increases the likelihood that someone can scan it faster than a scroll, which requires you to see the entire start of the message). And if people can't learn to write short headlines, that's their problem. Give them two lines if you're that obsessed with using that space to deliver information.
