I lived in Central Asia as most know, and plastic bags there are thought of in a variety of ways. There is an element of the Asian population that views them as fashion accessories (anyone who goes to Disneyland and sees usually Asian tourists ask for individual bags for each item purchased, that is why). In practical terms, not every shop in Asia had bags, or the right size of bags, so as a would-be consumer, it was standard for us to walk around with two or three types of plastic bags in our pockets should we want to make any impulse purchases.
In California, I lived in and frequented cities where the ban was in effect... and every shop I went into ignored the ban entirely. I was never charged extra for a bag, nor was I ever denied a bag... not even in notoriously "green" stores. When the law extends, things might change, but not for a long time, and it won't become like the Asian culture I just mentioned. The concept of a bag in retail is it allows consumers to purchase and then carry more items. Taking away that ability worsens the economy, which means less dollars can be invested in environmental cause that usually get cast aside during rough fiscal times. In short, if you want to save the planet, you need to allow plastic bags.
