I think that the NFL's blackout rule is a voluntary agreement between it and the networks (albeit one enacted on pain of Congressional action). The FCC rule(s) in question would only prevent a channel, network, or cable provider from showing a game without an agreement, so that Sunday Ticket can exist as a package. -- -- TV or Not TV ....
